Food contact regulations ensure that packaging and processing materials do not release harmful substances into food. In the European Union (EU), Regulation (EC) No 1935/2004 sets the overall framework, supported by specific rules for plastics (EU 10/2011) and manufacturing practices (EC 2023/2006). Member states, such as Germany and Italy, may also issue additional national measures.
France follows EU laws but enforces stricter rules on certain substances like bisphenol A (BPA) and phthalates. National agencies such as DGCCRF and ANSES oversee compliance, requiring clear documentation to prove material safety and traceability throughout the supply chain. In the United States, the FDA regulates food contact materials under the Federal Food, Drug, and Cosmetic Act, mainly through Food Contact Notifications (FCNs). Japan and South Korea apply similar positive list systems—Japan under the Food Sanitation Act and Korea through the MFDS Food Code—to ensure materials meet safety standards before market use.
At the end of this course, participants will be able to understand:
Understand the core principles and structures of global food contact regulations.
Interpret and apply EU, French, US FDA, Japan, and Korea FCM requirements.
Prepare regulatory documentation such as the Declaration of Compliance (DoC) and technical dossiers.
Evaluate migration testing results and manage supplier and product compliance.
Develop strategies for global market access and harmonized compliance programs.
