The management of Human Resources towards the 21st century requires appropriate knowledge, skills, and attitudes to ensure professionalism and effectiveness in the achievement of organisational goals. Management personnel are vested with certain rights in the management of the organisation.
In the area of Industrial Act, a fair number of senior management personnel are ambivalent regarding some of the fundamental operating principles in Malaysian employee relations and the provisions of the Industrial Relations Act 1967, thus resulting in misconception and inappropriate practices much to the chagrin of trade unions, employees and the Industrial Court.

Inculcate certain attitudes towards achieving professional industrial relations management in a unionised or non-unionized environment.
